The country has already suffered severe damage to thermal power plants and has increasingly relied on energy imports and solar power generation to meet demand. Under moderate temperature conditions with no additional damage, the power shortfall could reach 0.7 gigawatts at peak consumption, but this could escalate to 2.4 GW if temperatures rise significantly. In worst-case scenarios involving high temperatures and further attacks on infrastructure, the shortfall could reach 6.2 GW—approximately 40% of the 15.8 GW demand. The situation is further complicated by scheduled annual maintenance at nuclear power units and the precedent set by winter 2025-2026 blackouts that lasted 14 to 16 hours in Kyiv.
