San Diego Man Charged With 3 Additional Murders, Including 2 Cold Cases From 1993 and 2002

1 source

Dwight Rhone, 74, was charged Wednesday with three additional murders, two of which are decades-old cold cases, bringing his total murder charges to four. The victims include Michael Brown (found under a home where Rhone lived), Ronald Johnken (found in a creek in 2002), and Herierto Ruiz (discovered in 1993). Investigators are examining other cases possibly linked to Rhone and seeking information about two additional people connected to the area.

A San Diego man previously charged in a 2023 murder was arraigned on three additional murder charges Wednesday, with prosecutors crediting a deputy prosecutor's investigation for uncovering connections between Rhone and multiple victims spanning decades. The new charges involve three men: Michael Brown, whose remains were discovered beneath a home where Rhone once lived; Ronald Johnken, found in a nearby creek in 2002 with blunt force trauma to the head; and Herierto Ruiz, discovered in an alley in 1993 and determined to have died by strangulation. Rhone's original charge stemmed from the October 2023 death of Bernardo Moreno, 54, whose burned body was found near a highway interchange with a gunshot wound to the head. Authorities are also investigating potential connections to other cases and seeking information about two additional individuals linked to the area: Danice Galloway, whose body was found in an alley less than a mile from where Ruiz was discovered, and Antenogenes Gomez Velasquez, who disappeared in 2021 and last lived on the same street where Rhone resided.

ICE Eliminates 30-Day Death Reporting Requirement as Detainee Deaths Reach 20-Year High

ICE has ended its requirement to report deaths occurring within 30 days of detainee release, reverting to reporting only deaths that occur while individuals are in agency custody. The policy change comes as ICE documented 30 deaths in 2025, the highest number in two decades, with 18 deaths reported in the first five months of 2026. Civil rights advocates and legal experts argue the change will reduce accountability and prevent investigations into deaths potentially caused by conditions of detention.
