No, HAARP did not engineer the 2026 heatwaves — and it stopped being a military program in 2015

The extreme heatwaves that hit Europe and North America in mid-2026 were deliberately engineered by HAARP, a US military weather-manipulation program, rather than caused by climate change.

Why it spread

HAARP is an almost perfect conspiracy magnet: a remote, fenced, antenna-covered facility in Alaska that really was built by the US military, really does beam radio energy into the sky, and really does publish schedules of "ionospheric testing" that can be matched to any given week's weather. That makes coincidence cheap to manufacture — any heat dome will overlap some HAARP activity. The narrative also offers something climate attribution cannot: a villain with an address. Extreme heat that kills people feels like it demands intent, and "a secret weapon did this" is more emotionally tractable than diffuse, cumulative emissions. The framing additionally does political work, because if the heat is engineered then climate policy is a pretext, which is why Climate Action Against Disinformation's July 2026 report found geoengineering narratives running alongside straightforward climate denial — 29 of the top 100 Portuguese-language posts on the Iberian heatwave carried denialist narratives with a combined estimated reach of 4,758,626. The technical vocabulary — ionosphere, megawatts, phased array — lends borrowed authority to readers who have no reason to know which atmospheric layer weather forms in.

Social media posts circulating in June and July 2026 claimed that the record heat scorching Europe and North America was deliberately manufactured by HAARP — the High-frequency Active Auroral Research Program in Gakona, Alaska — described as a US military weather-manipulation project. One post cited by Full Fact called HAARP "the HAARP Weather Weapon [is] what's made it crazy hot at the moment"; others asked whether it was coincidence that a heat dome sat over Europe while HAARP antennas were "quietly testing" the ionosphere. The claim is false on both its physics and its premise.

Start with the hardware, because the numbers are not close. HAARP's Ionospheric Research Instrument is a phased array of 180 crossed-dipole antennas that transmits between roughly 2.7 and 10 MHz and radiates about 3.6 megawatts into the upper atmosphere at around 100 km altitude. Full Fact noted on 10 July 2026 that this is less power than a large 5 MW wind turbine produces turning in the breeze. Dr Ciaran Beggan of the British Geological Survey told Full Fact that vastly more energy comes off a volcano, an AI datacentre, or a geomagnetic storm. Crucially, the frequencies HAARP transmits are not absorbed in the troposphere or stratosphere — the two layers that produce Earth's weather. There is no interaction, so there is no mechanism, regardless of power.

The "US military" framing is also outdated. The Air Force transferred HAARP's research equipment to the University of Alaska Fairbanks on 11 August 2015 under an education partnership agreement, and the federal government completed the transfer of 1,158 acres of land to the university in early 2025, with a further 4,228 acres sold to Ahtna Inc., an Alaska Native corporation. HAARP publishes its transmission notices in advance for amateur radio operators. Its director, Jessica Matthews, told AFP on 1 July 2026 that the facility is "simply unable to generate or amplify weather events." Climate scientist Michael Mann added a practical point to AFP: the extreme US heat was accurately forecast about a week in advance by ordinary physics-based weather models, which contain no geoengineering input at all.

What did cause it is documented in detail. Copernicus reported on 9 July 2026 that western Europe recorded its warmest June ever at 20.74°C, some 3.06°C above the 1991–2020 average, during the second-warmest June globally, with extra-polar sea surface temperatures hitting a June record of 20.86°C. World Weather Attribution's 26 June 2026 study of the 18–29 June event across France, Germany, Italy, Spain and southern England found daytime temperatures roughly 3.5°C hotter than an equivalent 1976 event and 2°C hotter than 2003, with such June heat "virtually impossible" in the 1976 climate. In the United States, Climate Central calculated on 24 July 2026 that more than 101 million people would experience at least one day at Climate Shift Index 5 between 23 and 28 July — meaning climate change made that heat at least five times more likely.

The claim deserves a fair steelman, because governments really have tried to modify weather. The US ran Operation Popeye, a cloud-seeding programme over the Ho Chi Minh Trail during the Vietnam War, and the resulting outcry produced the Environmental Modification Convention, which opened for signature in 1977 and entered into force on 5 October 1978. Cloud seeding is a genuine, ongoing technology. But it nudges precipitation from existing clouds over small areas for short periods; nothing in the published record comes within many orders of magnitude of generating a continental heat dome.

The takeaway: HAARP is a well-documented university ionospheric observatory operating at the wrong altitude, the wrong frequencies and a trivial fraction of the required energy. The 2026 heat is fully accounted for by a stalled high-pressure system sitting atop a measurably warmer baseline climate.
