The court emphasized that the investigation should determine not only administrative lapses but also identify individual responsibility and systemic deficiencies that enabled the loss. A comprehensive report with findings on potential violations of the Prevention of Corruption Act, 1988, and relevant provisions of the Bharatiya Nyaya Sanhita must be submitted within four weeks.
