HAL Files Criminal Case Against Hyderabad Supplier for Allegedly Forged Test Reports on Tejas Aircraft Components
Hindustan Aeronautics Limited (HAL) has lodged a cheating and forgery complaint against Tec Aero Devices, a Hyderabad-based aerospace supplier, alleging submission of 199 forged test reports for Light Combat Aircraft Tejas Mk1A components. The supplier was issued 18 purchase orders between March 2022 and September 2023, but HAL's quality checks revealed the test reports were fabricated, with the testing laboratory denying issuing any of them. HAL has debarred the company for three years and initiated criminal proceedings, which matters for defense procurement integrity and aircraft safety standards.
HAL filed a criminal complaint against M/s Tec Aero Devices and its CEO M. Sivarama Prasad under Indian Penal Code sections 420 (cheating), 465 (forgery), and 468 (forgery for cheating purposes). The company had supplied components for the Tejas Mk1A fighter aircraft program under 18 purchase orders placed between March 2022 and September 2023. During quality control verification, HAL discovered that 199 test reports covering 172 components—allegedly issued by Hyderabad-based Axis Inspection Solutions—were fabricated. When HAL audited Axis Inspection Solutions on November 29, 2023, the testing laboratory confirmed it had never issued any of the 199 reports and that its name and signatures had been misused. HAL subsequently debarred Tec Aero Devices from business for three years until March 2027 and initiated criminal proceedings. The CEO acknowledged the debarment but attributed the issue to an employee and stated the company had submitted representations seeking removal of the ban.
