EU's Proposed Datacenter Efficiency Rating System Faces Implementation Delays and Industry Concerns

The European Commission proposed an environmental rating system for datacenters in March that would rank facilities on a scale of A to G based on energy and water efficiency. The scheme has since stalled after heavy industry criticism, despite an original August 2027 implementation deadline. According to Moody's risk assessment analysis, the rating system could have operational and credit consequences for datacenter operators, particularly given the European Central Bank's 2021 commitment to integrate climate risks into its collateral framework—meaning lower environmental ratings could affect access to credit and collateral requirements. A major objection from the Climate Neutral Data Centre Pact is that the system lacks climate normalization, unfairly penalizing datacenters in warmer regions that require more cooling energy through no fault of their design. Beyond the rating system, Moody's identifies Europe's fragmented financing landscape and geographic constraints as structural barriers to datacenter growth, noting that tripling EU capacity over five to seven years would require €250-500 billion in investment and likely necessitate development in secondary markets like the Nordics and southern Europe.
