The authors introduce five design principles for constructing high-quality rubrics—including Maximum Viable Atomicity and intent-aware criterion design—and validate them through a new dataset called ComplexConstraints, which pairs each prompt with 10–40 atomic evaluation criteria. Training on roughly 1,000 ComplexConstraints examples produced a +15.5% improvement on instruction-following tasks for a 4-billion-parameter model and +12.2% for a 235-billion-parameter model. Additionally, single-epoch reinforcement learning training on a rubric-graded enterprise environment yielded gains that transferred to out-of-distribution benchmarks the model had never seen, including +4.5% on BFCL, +7.4% on Tau2-Bench, and +6.8% on Tool-Decathlon. The authors conclude that expert-authored rubrics improve both the measurement and the development of frontier LLM capabilities, functioning as effective evaluation instruments and reinforcement learning training signals simultaneously.

What's missing

The study does not report inter-annotator agreement or other reliability metrics for the expert rubric construction process, leaving open questions about how consistently different experts would produce equivalent rubrics.
